ATLIS Incentive Program for Medicaid Managed Care Organizations
Aligning Technology by Linking Interoperable Systems (ATLIS) for Client Health Outcomes
ATLIS was launched in September 2024 by the Texas Health and Human Services Commission (HHSC) to address inconsistencies in data-sharing connectivity across the state’s healthcare ecosystem.
ATLIS provides an opportunity for Texas to build on its current investments in regional Health Information Exchanges (HIEs) by using local funds and Medicaid federal funds. With a total value of $690 million, ATLIS provides incentive payments to Hospitals and Managed Care Organizations (MCOs) for partnering with HIEs to achieve and build on certain data-sharing milestones over a five-year period.
Connxus is Your ATLIS HIE
ATLIS is a Texas HHSC initiative to preserve Uncompensated Care (UC) funding and drive better care coordination through data-sharing. Connxus helps hospitals and MCOs meet ATLIS milestones and qualify for financial incentives from day one with no new infrastructure, minimal IT lift, and proven compliance. As a nonprofit, community-governed HIE, Connxus doesn’t sell software, we helping help hospitals and MCOs capture incentive payments while accelerating value-based care.
