ATLIS Incentive Program for Medicaid Managed Care Organizations

Aligning Technology by Linking Interoperable Systems (ATLIS) for Client Health Outcomes
ATLIS was launched in September 2024 by the Texas Health and Human Services Commission (HHSC) to address inconsistencies in data-sharing connectivity across the state’s healthcare ecosystem.

ATLIS provides an opportunity for Texas to build on its current investments in regional Health Information Exchanges (HIEs) by using local funds and Medicaid federal funds. With a total value of $690 million, ATLIS provides incentive payments to Hospitals and Managed Care Organizations (MCOs) for partnering with HIEs to achieve and build on certain data-sharing milestones over a five-year period.

Connxus is Your ATLIS HIE
With more than 20 years of experience building a robust community-governed, nonprofit HIE in Central Texas, connxus has the secure infrastructure and data connections ready for hospitals and Medicaid MCOs to meet ATLIS requirements and secure incentive payments.

We are connected with the Texas State Health Authority to support EDEN and PULSE and adhere to the strictest security standards through HITRUST and TX-RAMP certifications to ensure an all-encompassing, safe and secure data-sharing network.

In the end, enhanced data sharing and collaboration across organizations leads to better care coordination, reduced avoidable use of Emergency Departments, lower costs of care, and an overall improvement in population health outcomes.

Let’s work together to maximize the transformative potential of healthcare data in Texas.
