Requests for Protected Health Information (PHI) are subject to strict policies under connxus’ Data Release Policy. PHI covered by 42 CFR Part 2, or the Family Educational Rights and Privacy Act (FERPA) will not be accessed or released without written authorization from the contributing connxus participant, verifying compliance with relevant laws and authorizations. Data access or release is categorized into permitted cases (Treatment, Payment, and Healthcare Operations with existing patient relationships or emergencies), prohibited cases (marketing purposes or non-emergency requests without patient relationships), and those requiring additional approvals, such as research and public health requests. These requests may involve Data Use Agreements (DUAs), legal reviews, and approval from identified facilities when applicable.
Connxus outlines clear procedures for requesting and processing data. Participants must designate a representative to approve releases, and all requests require detailed forms available on the connxus website. Non-participants are only considered for data release on a case-by-case basis. Sensitive requests, such as those involving identifiable or limited data sets, follow strict timelines and approval protocols. For masked data sets, additional safeguards are applied to prevent re-identification of facilities, ensuring compliance with all applicable laws.
