Eliel Oliveira, MS, MBA, FAMIA is the Chief Executive Officer of Connxus, a nonprofit Health Information Exchange (HIE) based in Austin, Texas. Eliel is a nationally recognized leader in health information technology, interoperability, and learning health systems. Throughout his career, he has led the development of innovative health IT solutions that advance patient engagement, care coordination, research, and population health. His work includes the creation of mobile patient engagement platforms designed with underrepresented populations, as well as community-wide referral management systems that integrate social services referrals, clinical data, and social needs assessments to support coordinated, whole-person care.

Eliel serves as Co-Chair of the federal Health Information Technology Advisory Committee (HITAC) under the Office of the National Coordinator for Health Information Technology (ONC). Originally appointed to HITAC in 2022 and reappointed through 2027, he advises the U.S. Department of Health and Human Services and Congress on national health information technology strategy, interoperability, standards, and policies that support the secure exchange and use of health data across the care continuum. Prior to becoming Co-Chair in 2026, he served as Co-Chair of the HITAC Annual Report Workgroup, leading development of the committee’s annual recommendations to HHS and Congress. In 2026, Eliel was also appointed to the Texas e-Health Advisory Committee (e-HAC), where he contributes expertise on statewide health information exchange, interoperability, and digital health policy.

Over the course of his career, Eliel has led numerous national standards and technology initiatives in collaboration with ONC and other federal partners, including the development of FHIRedSHIP, FHIRedApp, the Data Access Framework, and Patient-Reported Outcomes pilots. He also serves as Co-Chair of the Learning Health Systems Workgroup at Civitas Networks for Health, where he leads efforts to develop a national HIE-based research data network that supports clinical research, public health, and health system innovation.

Prior to joining Connxus, Eliel served as Senior Director at the Harvard Pilgrim Health Care Institute (HPHCI) within the Department of Population Medicine at Harvard Medical School, where he provided informatics and innovation leadership for the FDA Sentinel Operations Center and the nation’s premier active drug safety surveillance program. Before joining Harvard, he led the Division of Health Informatics within the Department of Population Health at Dell Medical School at The University of Texas at Austin.

Earlier in his career, Eliel served as Chief Information Officer of the Louisiana Public Health Institute (LPHI), where he led the design and implementation of the Research Action for Health Network (REACHnet), one of the original Clinical Data Research Networks within PCORnet, the National Patient-Centered Clinical Research Network. He also provided executive leadership and served on the Board of Directors of the Greater New Orleans Health Information Exchange (GNOHIE). Prior to LPHI, he served as Director of Information Technology for the Louisiana Cancer Research Center and supported the National Cancer Institute on multiple biomedical informatics and technology initiatives.

Eliel earned a Master of Business Administration and a Master of Science in International Development from Tulane University, where he also served as an Assistant Professor of Medicine at the Tulane University School of Medicine. He is a Fellow of the American Medical Informatics Association (FAMIA) and is a frequent national speaker on health information exchange, interoperability, digital health transformation, health data governance, and learning health systems.
